Five-star items are the best items in Honkai Star Rail, whether it's a character or a light cone, but most if not all players will only get one after completing 70 to 100 warps. Hoyoverse has thankfully implemented a way to get five-star light cones from in-game shops, so even if you have no five-star characters, you can at least have a powerful light cone to boost your team.

As of now there are seven light cones available in the Starlight Exhange and three in the Herta Store, which can be purchased using Undying Starlight and Herta Bond respectively. These currencies can be accumulated as you play the game. This list will be ranking the 5-star light cones from each store, so you know which ones will be worth buying.
10 Texture Of Memories
The light cone in last place on this list is a Herta Store exclusive. Texture of Memories will make the wearer more resistant to debuffs and grant a shield when attacked if the wearer doesn't already have one. As a bonus, if the wearer does have a shield, they'll also take reduced damage.
Characters like March 7th can use this since she can prioritize shielding allies with it equipped rather than herself. This light cone's effect is somewhat redundant since Preservation characters tend to be incredibly tough anyway, so you end up with diminishing returns, which is why it's tenth place.

However, it will take a minimum of three turns to reach its full potential, and the extra damage is dependent on the enemy you're facing. For those reasons, it will be ninth place.
8 Sleep Like The Dead
Sleep like the Dead is a Hunt light cone that greatly increases critical damage and provides critical rate for one turn if the wearer's last attack did not result in a critical hit. For the most part, the biggest reason to use this light cone over any other would be the massive boost to critical damage as the other part of the effect is inconsequential if you've built your characters enough.
However, if you don't have enough critical rate, you'll only be able to critical hit every other turn. This light cone is in eighth place since it doesn't provide much more than a boost to stats.
7 Something Irreplaceable
Destruction characters hit hard already, but they hit harder when their health gets lower. Something Irreplaceable is a light cone that works around that unique trait. It gives an unconditional attack boost to the wearer and heals them whenever they defeat an enemy or get hit.

When those conditions are met, it will also increase the wearer's damage for a turn. Unfortunately, this effect can only be activated once per turn, but it's still great for Clara who wants to be hit and Arlan who does better at low health. Perfect for its niche, this light cone is number seven.
6 Moment Of Victory
Moment of Victory is a Preservation light cone that greatly increases the wearer's defense and makes them more like to afflict debuffs on the enemy. There are only two preservation characters in the game, and while both want a lot of defense, this light cone works best on Gepard who has a chance to freeze enemies when using his skill.
However, it can make either Gepard or March 7th even tankier since it also increases defense again when the wearer is attacked. Great for keeping your tank alive, Moment of Victory is sixth place.
5 Time Waits for No One
This Abundance light cone greatly increases your character's health and outgoing healing. Definitely great for healers, Time Waits for No One will inflict damage based on a percentage of how much the wearer healed the party.

Bailu and Penuliskepo.com Natasha are the only healers in the game, and since they normally don't have a lot of attack power, this light cone will allow them to contribute to team DPS based on what they are built for. 4 Night On The Milky Way
Night on the Milky Way is an Erudition light cone that gives a boost to attack based on how many enemies you're fighting, up to five stacks. The attack buff is quite big, so your AOE damage dealer could wipe out all enemies with a single use of their skill.
Additionally, inflicting Weakness Break will increase the wearer's damage for a turn, priming you for huge ultimate ability damage. While not as useful against bosses and elite enemies, you'll almost always be able to benefit from this light cone, so it gets fourth place.
3 Cruising In The Stellar Sea
The last of the Herta Store exclusives, this light cone gives an increase to critical rate and buffs the wearer's attack after defeating an enemy. On this list, critical rate is more valued since having a lot of it means you're consistently doing higher damage.
Having extra critical damage is very nice, but if you can only critical hit once every three or four turns then overall you're doing less damage. Cruising in the Stellar Sea gives an additional critical rate when attacking enemies below 50% health, guaranteeing you the critical hit. This light cone rightfully gets third place.
